Gold-plated bureaucrats let these animals out to prey on the public. Because of this CaDoC is partially responsible for these murders. A parsing the relevant phrases reveals that CaDoC could not find their ass with both hands.
Late at night, the two convicted sex offenders exchanged text messages debating whether to kill their next victim …
…during a months-long killing spree..
…on two homeless sex offenders wearing electronic monitoring devices when the killings occurred.
…At one point, he grew enraged when one of the victims noticed his electronic anklet...
Detectives then searched a database of sex offenders wearing tracking devices…
“At any given time, California has nearly 9,000 sex offenders on parole supervision by CDCR. In addition to the high-risk population, CDCR has equipped 2,300 non high-risk sex offenders with GPS, bringing the total of sex offenders on GPS in California to 4,800. That is nearly triple the 1,800 GPS units currently used by Florida, the second leading state to use the devices. “
Two years later, in 2012, they again snipped off their monitoring devices and boarded a Greyhound bus to Las Vegas …
Cano and Gordon were registered sex offenders after being convicted in separate cases of lewd and lascivious acts with a child under 14. Gordon was convicted in 1992 and also has a 2002 kidnapping conviction, [not listed in his record] while Cano’s conviction dates back to 2008.
Thousands of paroled child molesters, rapists and other high-risk sex offenders in California are removing or disarming their court-ordered GPS tracking devices — and some have been charged with new crimes including sexual battery, kidnapping and attempted manslaughter.
The offenders have discovered that they can disable the monitors, often with little risk of serving time for it, a Times investigation has found. The jails are too full to hold them.
If this is the kind of risk the CaDoc has to let out among the public, because of overcrowding, what kind of depraved prisoners are they holding? Are California criminals the kind that “go to 11”? Geeze.
The CA corrections budget is $9.2 Billion taxpayer dollars. ~$1.5 Billion taxpayer dollars are in part for “adult parole, inmate rehabilitation services, statewide administration”
Bunkum of web pages/power point slides/data bases*/Sex Offender Risk Assessment Scores/white papers/studies/Boards/working groups/acronyms galore, but murder was [and will be] the end result.
But the bureaucrats [California Sex Offender Management Board -CASOMB] do not think too highly of California voter initiatives. In an on-line handout on Jessica’s Law [demonstrating why the law cannot be fully implemented] the subtitle is, Or “Just because you can do something, doesn’t mean you should” [Oh yea?! You go to hell.]
Hello!? California citizens, your taxpayer dollars are being very generously doled out to The Machine. They look busy: generating data, research, software, white papers, studies, training programs. Potemkin would be proud. In the end they are ‘asking criminals not to crime’.
There are certainly individuals who do a great job and care about the results of their efforts. But, they are stuck inside of a taxpayer-funded bureaucratic nightmare trying to complete a Sisyphean task.
The Machine does not care. It only nurtures its environment to increase input; to grow larger. The taxpayers are on the blunt end of the output
Something has to change in your state. Building more prisons is not the answer.
* [The Jessica’s Law Pages for these two scum are not even up to date–they do show they are incarcerated but all the rest of the paperwork-mandated dressing is not completed. But don’t worry Cali taxpayer, they’re “doing something”. ]
